[Open-FCoE] target can't work with error 17

I used vdisk as FCoE's target device.
I did as follow in target:
mkfs.ext3 /dev/ram0
echo "open vdisk0 /dev/ram0 WRITE_THROUGH" > /proc/scsi_tgt/vdisk/vdisk
echo "add vdisk0 0" > /proc/scsi_tgt/groups/Default/devices
scstadmin -WriteConfig /etc/scst.config

[root at localhost scstadmin]# fcconf eth1 enable
fcconf: device file /dev/openfc does not exist- check udev and rules
[root at localhost scstadmin]# fcconf eth1 enable
fcconf: fcc_fcoe_config: FCoE create of eth1 failed
fcconf: fcc_fcoe_config: error 17 (null)
fcconf: fcc_fcoe_config: exiting at fcc_fcoe.c:142

[root at localhost scstadmin]# fcconf

eth0          20:00:00:30:48:90:a0:e8        0  No HBA     DOWN         
eth1          20:00:00:30:48:90:a0:e9        0  No HBA     UP  

I capture the frames with wireshark when I connected target to initiator,there isnt any frames except FLOGI both in target and initator.Is that means the target layer did not work at all? We used Intel 82573L NIC.(Also, we changed the hardware but it doesn't work).

What can we do to resolve this problem?
