[Open-FCoE] [PATCH] [FCoE] Change to support the new OUI from t11

The latest spec adopts 0x0efc00 ("FC0E") as the new OUI for FCoE.
The 3rd octet in future can be 0x01, 0x02, etc. when it's defined.
For now, we stick with 0x00 in the 3rd octet.
