[Open-FCoE] [RFC PATCH 4/8] libfcoe: rename libfcoe.c to libfcoe_fip.c for the coming libfcoe_transport.c

I'd prefer the old name of fcoe_ctlr.c for the FIP code.
It's shorter and it matches the prefix on all the FIP routines.
We could also split out the vn2vn code to a separate file later, if desired.
There would be more interfaces between the two FIP files if we did, though.

Just a suggestion.
